Tier 3 gasoline - a wolf in sheep's clothing?

Part 1 Is the industry ready? Hoekstra OPIS talk 2019. This is the first of three video segments analyzing the US refining industry's readiness for the Tier 3 gasoline standard which requires an annual average of 10 ppm sulfur in gasoline sold in the United States starting in 2020.  After six years to get ready, and now just two months before the deadline , much work remains to meet the goal.  This first segment concludes the industry has underinvested in desulfurization capacity and consequently Tier 3 will be much more costly than has been anticipated.  The presentation was given at the OPIS/IHS Market Future Fuels and Octane Forum, October 24, 2019 at the Aria in Las Vegas.  The content is excerpted from our 3-year multi-client research program conducted by our client group between 2014 and 2017.
