SOCAR announces open tender for procurement of environmental consultancy services
SOCAR has announced an open tender for selecting contractor who will prepare international bankable Environmental Social Impact Assessment and provide additional environmental consultancy services for new Oil-Gas Processing and Petrochemical Complex project. Potential local and foreign contractors, who have relevant 10 years work experience in rendering environmental consulting services for corresponding spheres, in provision of supervision services linked to environmental aspects for these types of projects (design, procurement and construction phases), and who have sufficient technical, financial resources and workforce, can participate in the tender.
The tender is held in accordance with the requirements of “Standard documents for procurement organization and management of SOCAR”. The Tender procedures, proposals submission rules and evaluation criteria are reflected in the Invitation to Bid (ITB). Potential contractors, who intend to participate in the tender, shall first sign Non-Disclosure Agreement (NDA) with SOCAR (the form can be obtained from the contact person). Participation fee for the tender is 1440 (one thousand four hundred and forty) AZN, and 1880 USD (one thousand eight hundred and eighty) USD for international bidders. In order to obtain ITB in Azerbaijani and/or English language, potential contractors who intend to bid, shall submit the documents mentioned below in a closed and sealed envelope to the following address: Dalga Plaza (fifth floor), 24 Neftchiler ave., AZ1000, Baku, Republic of Azerbaijan (Tel/Fax: (+994 12) 521 26 77/79; Mobile: (+994 50) 292 02 15); and also via e-mail to emil.alkhasli@socar.az or orkhanf.jafarov@socar.az (Contact person(s) - Emil Alkhasli or Orkhan Jafarov). The intent to bid (the form can be obtained from the contact person), original copy of signed and approved NDA, as well as relevant bank document on payment of participation fee in the tender (participation fee is not subject to refund) shall be submitted in Azerbaijani and/or English language(s) no later than October 5th 2012 by 18.00 Baku time (GMT+4). Potential contractors, who will have submitted the required documents accordingly, will be able to obtain ITB in Azerbaijani and/or English language(s) no later than 5 working days from the date of receipt of the requested documents.
The bidders shall submit tender proposal(s), prepared in accordance with the ITB in 1 (one) original and 3 (three) copies in separate double envelopes (technical and commercial proposals should be placed in separate envelopes) in writing, signed and sealed to SOCAR no later than November 5th 2012 by 18:00 Baku time (GMT+4) to SOCAR via contact person, Dalga Plaza (fifth floor), 24 Neftchilar ave., AZ1000, Baku, Republic of Azerbaijan. All submitted envelopes after the said date and time will be returned unopened.
The bidders or their authorized representatives can participate in the opening of proposals. The bidders will be informed about the date and venue of opening of proposals beforehand.
It should be noted that Oil-Gas Processing and Petrochemical Complex (OGPC) project implies to improve the quality of oil processing and petrochemical products produced by SOCAR. The Company intends to build and put into operation the Complex near Baku, Azerbaijan in the period 2013-2020.
The OGPC comprises a 10 BMCA Gas Processing Plant (GPP), a Petrochemical block (PETR) including a Steam Cracker, Polyethylene and Polypropylene units, a Refinery with 10 MTA crude distillation capacity (REF), as well as a Power Plant (POW) and Central Utilities & Offsite Systems (CUOS).
